You are looking for a category of software called CAD (Computer Aided Design) The one famous package of this type of program is AutoCAD.

One word… Pspice - an electronic draftsmen's best friend… AutoCad is great for Mechanical Drawings or Archtectial drawings, but Pspice can actually simulate your circuits as you build them. Its not Free, but its awesome. Unless you are a college student. Then your college probably can provided it for free. Mine did.
