I do not own a credit card, and would like to rent a full size suv.
But so far i have learned that budget is the only company that would let you use a debit card throughout the whole rental process. Is there any others?

No. They all legally require a Credit Card on file for you to take the car. You will not find this anywhere.

I need 20 bucks. The stupid ATM says it can't process my transaction. Why the HECK won't it do what I want?? I just got the card…2 days ago

1) you may not have enough in your account
2) if you just deposited a check recently, the funds might not be available yet
3) usually debit cards have a daily limit of how much you can take out (usually around $300)
4) you didn't activate your debit card
5) if it's new, sometimes the bank requires you to use it at their ATM first to activate the card (that's how my bank is)
6) if all else fails, just call customer service and find out why!

It started doing this a few months ago. I make sure I have enough money and even wait a few days so it's all processed {money transfers and whatnot.} Then I check the balance online and it says I have plenty of money. But when I slide it over at McDonalds or at the gas station or other random places, it says I got declined. So I check with my bank and they said they don't know why that is because I have money. I asked if something was wrong with the card but they checked it and said the card looks fine. It'll work sometimes, randomly, but I can never be sure if it'll work or not. I usually take out cash now if I want to buy something but if anybody else has had this problem, should I just insist on getting a new card or what else is wrong?

Your card may be demagnitized. How did your bank check to see if something was wrong? Most banks don't have the capability to tell you if your card is working or whats wrong with it . Order a new card (make sure they don't charge you) if you use the new card and the same thing happens then it's probably the company that is making the cards for the bank. I would use a different bank in this case because theres not much the bank itself can do other than order you yet another
card.

Also when you're making deposits is the money available right away. Banks have somehting called "current balance" and "available balance"

Current Balance- How much is in your account, this may include a deposit you made that is not yet available

Available Balance- How much of your money is actually available for you to use.

EX. Your balance in your acct is 10.00. You deposit 500.00
Your CURRENT BALANCE is 510 but your AVAILABLE BALANCE is only $110.00 . Most banks only make a $100 of a deposit available right away, and the rest the next day which would be $400

This could be a reason, if not then just get another card.

I recently returned a product to a manufacturer and am waiting for the refund to process. Unfortunately, I lost the card I used to make the purchase and had to close my debit card. Will they still be able to refund my account if the card is closed?

You should ask you bank to be sure, but the following is my GUESS:
The bank still has records that the debit card WAS connected to your account. They card was blocked to prevent CHARGES, not credits. If I were the bank manager, and I saw this transaction, you would get your money. That assumes an actual human sees the credit before the computer returns the funds.

i just opened an account thursday night and it processed on friday. how long will it take to recieve in the mail?
